Instructions
Prepare the pie crust
In a large bowl, whisk together the flour, salt, and sugar. Add the cold butter and mix until the mixture resembles coarse crumbs. Gradually add ice water, mixing just until the dough comes together. Divide the dough in half, shape into discs, wrap in plastic, and refrigerate for at least 30 minutes.

Preheat the oven
Preheat your oven to 400°F (200°C).
Cook the raisin filling
In a saucepan, combine raisins and water. Bring to a boil over medium heat and simmer for 5 minutes. In a small bowl, mix brown sugar, flour, cinnamon, and nutmeg. Add to the raisins and continue to cook until thickened. Stir in lemon juice and butter, then remove from heat and let cool slightly.
