Instructions
Prepare the dough
In a large bowl, combine flour, salt, and baking powder. Add the diced butter and mix until the mixture resembles coarse crumbs. Gradually add cold water, mixing until a dough forms. Wrap in plastic and refrigerate for 30 minutes.

Cook the filling
Heat olive oil in a large skillet over medium heat. Add diced onion and bell pepper, cooking until soft, about 5 minutes. Add ground beef, breaking it up with a spoon, and cook until browned.

Season the filling
Add garlic, cumin, paprika, chili powder, salt, and black pepper to the beef mixture. Stir well and cook for another 2 minutes. Stir in raisins and olives, then remove from heat and let cool.

Roll out the dough
On a floured surface, roll out the dough to about 1/8-inch (3 mm) thick. Use a round cutter or a small bowl to cut 10 cm (4-inch) circles.

Fill the empanadas
Place a spoonful of filling in the centre of each dough circle. Fold over to create a half-moon shape and seal edges with a fork.

Bake the empanadas
Preheat oven to 375°F (190°C). Place empanadas on a baking sheet lined with parchment paper. Bake for 20-25 minutes or until golden brown.
